in connection with Bankruptcies in Hongkong is therefore
onerous and responsible, and I consider that a salary not
less than that of the Assessor of Rates and of the Deputy
Registrars of the Supreme Court who, though performing
less responsible duties, are all in receipt of Dollar
Salaries of $3,600 to $4,200 which at 3 shillings to the
Dollar equals £540 to £630, should attach to the post and
I have to ask your authority by telegraph to provide for
the appointment at this rate (£540 by £30 triennially to
£630) in the Estimates for next year.

For this appointment, if sanction-
-ed by Your Lordship, I desire to strongly recommend Mr. -----
A. G. M. Fletcher, Passed Cadet of nearly seven years
standing, who is at present absent on leave in England, on
condition that he undergoes a period of preliminary train-
-ing in Bankruptcy work at the Board of Trade in England.
His knowledge of the Chinese language will be of much
assistance to him in dealing with the accounts of bankrupt
estates which in this Colony are for the most part Chinese.
Mr. Fletcher is an Officer of exceptional ability whose
appointment I can from personal observation of his work
recommend with confidence, in which the Chief Justice
